Should I upgrade my CPU or GPU for more FPS?

It depends on your current bottleneck. In most gaming scenarios the GPU drives FPS. But if your CPU is bottlenecking your GPU, a GPU upgrade won’t help much.
What’s a good FPS target for gaming?

For competitive games aim for 144+ FPS. For single-player 60 FPS is smooth, 100+ is noticeably better. At 4K, 60 FPS is widely considered the target for most budgets.
